Google Lead Form Assets Just Dropped the $50K Spend Barrier: What Smaller Advertisers Should Do This Month

Google just quietly removed the biggest gate that kept smaller advertisers away from its native lead-generation format. According to a documentation update spotted on July 20, 2026, the $50,000 lifetime Google Ads spend requirement for google lead form assets is gone (Search Engine Land, July 20, 2026). If you run a lead-gen account that never crossed that spend line, you now have a channel that used to be locked to enterprise buyers.

Timing matters here. Google confirmed the same week that Local Services Ads are moving into Google Ads as Performance Max pay-per-lead campaigns beginning August 2026, starting with home-service verticals like plumbing, HVAC, electrical, appliance repair, house cleaning, lawn care, roofing, pest control, and moving (MediaPost, July 20, 2026). Two changes, one direction: Google wants more accounts inside Google Ads, running lead-focused formats, at any spend level.

Here is exactly what changed, who benefits, and the workflow you should build this month.

What Changed With Google Lead Form Assets

Before this week, using google lead form assets in the higher-value placements required one of two things. You needed to have spent more than $50,000 in Google Ads across the account’s lifetime, or you had to qualify as a reputable advertiser spending more than $1,000 per account (or $15,000 across accounts) and complete Advertiser Verification. Most small and mid-market lead-gen accounts, especially service-area home-services businesses, sat in a gap where they were too small for the $50K path and did not always bother with verification.

Google’s updated help documentation removes the $50,000 lifetime spend requirement entirely. The only eligibility path now listed is the advertiser reputation and verification requirement, which is far more achievable. If you have a clean account, a real business identity, and you are willing to complete Advertiser Verification, you can turn google lead form assets on.

Google also tightened the campaign menu. Lead Form assets used to run on Search, Performance Max, Display, and Video (beta). The new documentation lists only Search and Performance Max. That is a narrower footprint, but it is the correct one for lead-gen. Display and Video Lead Forms rarely produced qualified pipeline at scale for our clients, and the loss of those two placements is not the story here. The story is that Search and Performance Max are the ones you actually wanted, and both are now available to accounts that were locked out yesterday.

Two smaller items worth noting from the same documentation update. Manual CSV downloads of your lead data are available for 30 days. Google stores lead data for 60 days total. API exports can also access up to 60 days of leads. Build your CRM push-through accordingly.

Who Actually Benefits From Google Lead Form Assets Now

Three account types gain the most from this change.

The first is the small home-services operator running $3,000 to $8,000 per month in Google Ads. You never had the spend to unlock Lead Form on Search before, and you kept sending clicks to a bad landing page because that was your only option. You can now capture the form fill inside Google’s UI and route it to your CRM via API, which shortens speed to lead significantly. The second is the lead-gen agency running many client accounts under $50,000 lifetime spend each. If you have ten HVAC or roofing clients between $5K and $25K each in lifetime spend, none of them qualified for google lead form assets. All of them do now, if they can complete Advertiser Verification. That is a fast lift for your quarterly reviews.

The third is any account with a proven inbound flow that leaks on the landing page. If your Search click-through is healthy but your form completion sits under 15%, the friction is usually the page, not the offer. Moving the form inside Google’s UI removes the page hop entirely for mobile users. That will not fix a wrong offer, but it does compress the funnel by one full step.

The August 2026 LSA to Performance Max Migration

Google’s second announcement matters for the same audience. Local Services Ads are moving into Google Ads as Performance Max pay-per-lead campaigns starting in August 2026. The first phase targets storefront and home-service advertisers in the United States. Plumbing, HVAC, electrical, appliance repair, house cleaning, lawn care, roofing, pest control, and moving are the initial verticals.

Bidding changes come with the move. Google Ads manual bidding is being shuttered for these accounts, and industry-level Target CPA is being retired. You will manage local leads inside a Performance Max campaign that uses Google’s smart bidding stack. The migration expands in late 2026 to service-area businesses without physical storefronts and to accounts with custom bidding or booking configurations. Non-US accounts and remaining categories transition in 2027.

Your Google Lead Form Assets Activation Workflow

Here is the exact sequence to run this week if you have a small or mid-market lead-gen account that was locked out before.

Step 1: Complete Advertiser Verification. Go to Tools and Settings inside Google Ads. Under Billing and Payments, find Advertiser Verification. Submit your business identity documents. Approval usually lands inside seven days for clean accounts. Do this before you build the form, because Google may not allow the asset to attach until verification clears.

Step 2: Match your form to a specific campaign job. Do not build one universal Lead Form asset. Build one per campaign purpose. Emergency service requests are one form. Estimate requests are another. Consultation bookings are a third. Each form should ask only the two or three questions that a qualified lead can answer without pause. Step 3: Wire the CRM push. Google stores lead data for 60 days. Your CRM needs to pull faster than that. Use the API export path if your CRM supports it, or configure a webhook. If you rely on manual CSV downloads, remember they only stay accessible for 30 days. Miss the window and the record is gone.

Step 4: Instrument the enhanced conversion signal. Google’s smart bidding on Search and Performance Max needs the lead-quality signal, not just the form completion. Send back your qualified conversion event, ideally the one tied to appointment set or contract signed. If you do not close that loop, Performance Max will chase volume you cannot service. Step 5: Choose Search first, add Performance Max second. Turn google lead form assets on inside your Search campaigns first. Get a baseline for form completion rate and lead quality by campaign for two to three weeks. Only then add the same asset to a Performance Max campaign. Two Traps To Avoid With Google Lead Form Assets

The first trap is treating the form fill as your only conversion. A native Lead Form completion is a lead, not a customer. If you optimize Performance Max toward form completions, the campaign will chase the cheapest, lowest-intent form fills it can find. The second trap is stacking google lead form assets on a Performance Max campaign that also runs shopping or catalog inventory. Performance Max blends signals across placements. If your form completion and your catalog purchase are both firing into the same campaign, Google will trade one against the other. The 30-Day Plan For Google Lead Form Assets

Week 1: submit Advertiser Verification, build one Lead Form asset for your highest-intent campaign, wire the CRM push, and instrument the enhanced conversion signal. Week 2: attach the asset to Search, monitor completion rate and lead quality daily, and reject any traffic that comes in unqualified. Week 3: expand to two more campaigns, still on Search. Week 4: add Performance Max only if your Search Lead Form completion rate is stable and your lead quality is inside your acceptable range.

Smaller advertisers just gained a channel that used to be locked. Larger advertisers just gained a wave of new competition on the same auction. Both sides win by tightening the loop first.
